I have plug ins from pervious Photoshop versions that are stored under plug Ins, they worked find until PS 2024, now they don't even show up in the menu even though I moved them into the presets folder as I have done for all previous versions. How do I get them in there so that PS 2024 sees them and I can use them?

First of all you should ask the third party companies to check if their plugins are compatible an if there are updates on the way

When were the plugins created?

Do the makers state that the versions you are using are compatible with Photoshop 2024?
