Threshold while creating firework is not working as previewed.

I am adding the noise effect, then threshold to control the amount of noiuse within the photo, but the effect is not displaying as previewed. Why is this? I do not have time now to solve this, I am trying to create a larger firework than those in the tutorial, but maybe my resolution and pixal settings on start up are wrong?  Before:

I would like to figure this out for next time, and eveytime I use the exact pixal settings in the tutorial there is no issues. Please let me know what I can do.

Try using Treshold adjustments layer then flatten image as workaround. I have tried using Image > Adjustments > Treshold on Windows machine running 23.4.2 Photoshop and it does work as in your screenshot.
