Timeline not working as it should

Every time I go to add a layer to the frame, no matter how that layer is added, it adds said layer to every. single. frame. That's not even the worst of it. It'll delete random frames from the timeline as well. No layers are linke. I don't have multiple layers/frames selected. It makes it literally impossible to continue with my project. This is on V22.5.1 of Photoshop

Check out "Propagate Frame 1"

Add your new layers in Frame 1 and then make them invisible by clicking the eyeball. Then go to your other frames and make your changes.
