Tool keyboard shortcuts don't work unless key is pressed twice - v24.0.0

Hi community. I have a new installation of Photoshop 2022, v 24.0.0 (Mac OS Monterey 12.6) and at first I thought all the tool keyboard commands were broken but by luck I figuired out that you have to hit the keyboard key (ie: E for eraser) twice for it to change. If you don't, and you were on the brush tool, it shows you have clicked the eraser but as soon as you use the tool it reverts to the brush?!? 

Has anyone had this problem also or know of a fix? It's driving me crazy. Thanks

Try turning off spring-loaded tools in Preferences.
