Tool use from one layer to another layer

I uploaded a JPG photo and renamed it layer 1 and then I took a selection from it and created a layer 2 mask. However, when I am using the spot healing tool and the brush, I am unable to copy with the tool from one layer to use the tool on the other layer after switching to activate Layer 2. In other words when I click on the color I want in Layer 1, it does not paint in layer 2. Same with selecting the healing area in Layer 1 for pasting into layer 2. Any suggestions? I am using Photoshop 2025 and it is up to date.  Thank you for your help.

@J2304 it would help if you showed a screenshot of the Photoshop interface in order to help, but have you tried "sample all layers" for the spot healing brush tool
