whene i opene up photoshop; i cannote adjusted the lighting nor the colors; the tools are all greyd out , as well three filters!

What version of Photoshop are you using?
First thing that comes to mind is to check the Color Mode by going to Image>Mode.
Try converting to RGB Color and 8 Bits/Channel
Can you post a screenshot with an image open that shows the the issue?
