Tools skipping back to previous tool PS 2022 23.5.1

When using brush, healing, blur, move and zoom (probably more but these are my most frequent tools), the tools will skip back to the previous tool you were using and you have to press it atleast 10 times for it to stay on the tool you want to use. Effecting workflow massively and causing quite serious mistakes to occur, you think you're changing the opacity of the brush to 5% but in fact you are changing the entire layer opacity to 5%.

What is the Photoshop > Preferences > Tools > Spring-loaded Tool Shortcuts setting?

It was switched on at 200ms, Ive never seen this before is this new with 2022?

Did you try unchecking it altogether? 

Actually I am not sure if it was introduced with Photoshop 2022, but it is a fairly recent addition.
