Transform after decreasing Canvas Size

Help! I'm using 23.5.3 on Mac. In Ps, when I make the canvas size smaller, Ps would always warn me that some clipping could occur. I would agree to the smaller canvas size and then I could transform the image to fit the smaller size. Well, for the first time, I clicked the "don't warn me every time" box and now it won't let me resize my image smaller anymore! The image is cut off to the dimensions of the canvas, as if it deleted cropped pixels! How do I turn that setting back on, to warn me that clipping will occur so that I can transform and resize?

I don't believe that this has anything to do with turning the warning off. I have tested on a Mac using 23.5.3 and a floating layer's pixel content is always retained when making the canvas size smaller using the canvas size command.

 

If there is a Background layer, then it will have the content deleted without recovery.

Go to Preferences > General > Reset All Warning Dialogs.
