Transform tool not working the way it is supposed to in PS 22

You are supposed to be able to use shift bar to keep perspective in Free Transform but i keep getting a move hand. that by the way does not move anything. I went in and changed the shift bar back to legacy use for transform after up date and it dodnt chance anything.

Use Shift key not the Space Bar
