Trouble with copy & paste

I'm working in Photoshop CC 2019 and would like to copy a passport image and paste it on a 4x6 sheet. When I copy and then paste it I get a #1899 in a box with an X. What am I doing wrong?

Passport images along with currency images are programmatically blocked in Photoshop and other image editing software. The error you are getting is preventing you from forging a government document or currency.

Thanks Kevin for the quick reply, I guess I wasn't clear. I have a 2x2 photo that I want to use for a passport. I want to copy and do multiple images on a 4x6 print.

Are you copying from one photoshop file to another or what is the source of the image?

If you are only copying the passport photo and still getting an X please submit a screenshot for further review.
