Try to open a JPG, get a flickering screen

Photoshop was working fine but since last update I can't seem to open a normal JPG file. I get this error where the image just flickers like a strobe light. I tried to get a video, it doesn't seem to flicker as fast though - which is attached. How can I fix this?

open photoshop preferences>technology preview>check "disable native canvas"

restart photoshop
