Hi,
I have been looking at a PDF which I believe has been edited after it has been scanned back in.
On the document there are two different variations of the number '1'.
Can someone explain why this might be?
My thought was that it was originally filled in then printed out, signed and the scanned back in. Then once scanned back in they have added another number 1 using a text box causing the difference in variation.
Any thoughts on this?

I think you are on the right track, which means you might do better asking in the Acrobat forum. Does Fill and Sign use OCR?

If the PDF was OCR'd in Adobe Acrobat, then it may have substituted a different typeface. Are there other variations?
If you have the original PDF, then open it in Acrobat Pro instead of Photoshop. If changes were made after signing, the signature can be verified.
