I use Photoshop on a Mac Air M1 (MacOS Monterey). I would like to scale the UI to 200% but the option is greyed out. I can see that it is set to Auto.  Is there any way to make that active.  Thanks.

Are you using an external monitor? If you are, unplug it and see if it resolves.

Have you tried adjusting your display resolution in Mac System Preferences?

What Kevin suggested, altering the display resolution should work but it will scale everything, not just the UI elements. AFAIK, that's the only option we Mac users have.
