Unable to make new files even from legacy

So I'm currently having an issue where I cannot create new projects in Photoshop and now Premiere as well. When I startup the program there is no welcome window and clicking new under file does not result in anything. 
So far I have reset all my preferences, deleted my preference file manually, uninstalled and reinstalled, updated my video drivers, run it as an administrator and tried "Use legacy new document interface" but none of these have worked. 
I am on Photoshop V23.3 and my operating system is Windows 10. If there is any troubleshooting I have missed or extra data needed any advice is welcome, thanks!

Try renaming the UXP folder
Rename the UXP folder to ~UXP.
• (Windows) Navigate to C:\Program Files\Common Files\Adobe\UXP
• (macOS) Navigate to Macintosh HD/Library/Application Support/Adobe/UXP

If that fixes it, I'd like to get a copy of the renamed UXP folder.
