I added a new layer to my PSD and selected the Move Tool, as I always do, then went to click on it to move it around on the canvas.
I'm unable to move it around at all with my mouse. I can use my arrow keys to move it still, but the mouse will do nothing.
"Auto-Select" is enabaled and set to "Layer"
"Show Transform Controls" is off
When I click on the image I want to move, all I get is a Contextual Task Bar that flickers once with the 'quick options' of "Select Subject" and "Remove background", neither of which I want to do. I just want to move the damn image to the left!

Added: Layer is not locked
And yes, I've turned off and on again each with the Auto-Select, Show Transform Controls and lock layer

Please provide a screenshot with the Layers panel expanded and visible.
Additionally, make sure there is no active but hidden selection. Press Ctrl + D to confirm that there is no active selection in your document.
