Unable to move warp handles independently.

2. macOS Big Sur 11.5.2
3. Attempt to warp any image.
4. I expect to have complete control over the warp handles. The actual result is that they are all locked in relation to each other and can't be moved independently. 

The warp handles attached to the grid points are stuck in relation to the other handles of that point. I am unable to move the handles independently of each other and this makes the warp tool unusable. I'm not sure if this is a bug or if the warp feature was implemented incorrectly, but whatever the cause the warp tool is useless in its current state.
