unable to open mp4 file , my OS is Windows 10

So I have captured a video using my s22+ phone and wanted to compress the file for facebook but it wont open in PS2023.VLC opens it no problem and also NCH software... 
This is very strange....
This is a l;egit software.
If you have an answer that works this will be nice.

VLC can convert video to different formats, as can Format Factory.
