unable to save a GIF in Photoshop

when I try to save a GIF, it always show this. I reduced the percent, and chicked list Photoshop on Security & Privacy > Accessibility and Full Disk Access. Also I updated new version 2023. BUT it doesn't work. I still cann't save as GIF. Please let me know How to figure out this issue
