Unable to see error or alert windows as they are opening behind document windows

When an error or alert window opens (such as a "No pixels were selected because the layer is empty" or "Do you want to save the document before closing?" etc) it opens behind the document so I can't see what it is. The only option I seem to have is pressing return, as pressing any other keys just results in a beep.

I'm running PS version 23.5.3 on OS Monterey 12.6.3 

Any ideas or solutions?
