Undo sometimes registers more than once

Hi, I've been having some trouble with the undo command lately. Sometimes, when I press Ctrl+Z it undoes two steps instead of one.

I'm on Windows(x64), Photoshop 2022 (v23.3.2), I'm using an XP-pen Artist 15.6 Pro, and I use Photoshop mostly for 2D animation. I don't know if it's really related but the issue seems to happen when I have a video timeline setup.

thank you for your response but it's not what I was asking for. I have a bug that undoes multiple steps when I hit Ctrl+Z when I just want to undo one step. I'm not looking to undo multiple steps at once, quite the contrary.
