Update to PS 25 for macOS 13.5 changed Option-Arrow keys behavior, how to restore old behavior

Previously when I selected a layer, held the option key down and used the arrow keys, a copy of the image would be made within that layer. Installation of PS 25 changed that so that each press of an arrow key made a copy in a new layer. There were a few other changes in PS 25 thyat I didn't so I deleted it and restored PS 24 from a backup drive. Now it's making new layers with each press of an arrow key.

 

How do I get the old behavior back?

I laos have a feeling that the settings changes that I had made are now gone. How do I restore my old settings?

Option-Arrow still makes a copy of a layer, or of selected pixels on a layer, but only if the Move tool is selected, and it’s always worked that way. Can you confirm that it does or doesn’t work when the Move tool is selected?

Making a copy of a layer and a copy of selected pixels on a layer are two different things. Before the update to PS 25, option arrow key ALWAYS made a copy of selected pixels on the same layer. After the update, option arrow key makes a new layer. I was asking how do I make PS 25 default to option arrow key made a copy of selected pixels on the same layer?

Mine is working as expected. If I have the Move tool selected, and pixels in a layer selected, along with the layer, opt arrow duplicates the pixels in the same layer. If I don't have pixels selected, it duplicates the layer. Are you sure you have the pixels selected?
