V 23.4.2 windows 10 cannot create a new file

I am not able to create a new file from a copied file.   When I select a part of a file on the desktop and do ALT-C, I used to be able to go to File-New and it would know the dimensions from the copy and create a new file for me to CTL-V  into that file.  No matter what is copied it does not create the file in memory. It just keeps creating the last file size that was created.   How can I correct this?  Thanks in advance

Same here.

 

And 'save as' causes a crash of the application.
