I paint pictures and sometimes photographers (a lot of them , a lot of the time) like to up the richness or  contrast of a picture that should be more natural, think neon fall leaves and neon green grass. I do not have Lr but just CS6 , is there a way simply to scale back the super rich hues?

Try using a Vibrance or Hue/Saturation adjustment layer. Vibrance will tone down out of gamut range colors as a whole, while Saturation can target specific color hues.
