Vertical Type Tool does not work in Photoshop 2022

I've looked through here and seen all the fixes to stop the Vertical Type Tool , but every fix does not work for me. All it does is rotate the text instead of actually typing vertically. I've reset my preferences and reset the tool, and it still looks like this. Nothing I do makes it type vertically as it is supposed to. PLEASE HELP
