Video Export no longer working in Photoshop 21, 22 23

Hi all, 

I used to use photoshop to export in a video format. Currently quite dissapointed that it does not seem to work anymore.

Photoshop '21:

export > render video. Adobe Media Encoder is greyed out (I have the photoshop/Lightroom plan, so it seems I can not download media encoder?)

Photoshop '22

Can't even get the video file into my layout. I get error message: "Could not place “XYZ.mp4” because no parser or file format can open the file.

Photoshop '23 --> Same issue as '21

Any thoughts?

I found an iphone app called SCRL that does what I need to do. I don't like designing on my iphone though. Would much prefer to do it in a desktop app like Photoshop.

Would love any insight!

Just bumping this. Hopefully video export like I used to do is possible somehow? Would hate to have to leave the Adobe ecosystem and start using SCRL for this kind of design.
