Weird bug - Image scales when resizing brush

When I try to resize a brush by holding down ALT ( using either a stylus or mouse ), the image scales VERTICALLY for some reason.

 

Attached is an example of a square 1500x1500.  When resizing the brush, the height changes to around 1750+. 

 

System info - 

Adobe Photoshop Version: 23.2.2 20220304.r.325 49bf0ec x64
Windows 10

64GB RAM

3080Ti on Latest driver

When you stop resizing the brush does the window size goes back to square?

If you go to Preferences > Technology Previews... and uncheck "Enable Native Canvas Rulers" and restart Photoshop, does the problem persist?

yes when I stop resizing, its back to normal. Just glitches when I resize. 

It also randomly snaps the images to top left or right corner sometimes when cropping or resizing a crop.
