Weird green screen then image pushed to bottom of viewing screen.

All of a sudden when I open an image in Photoshop there's a weird lime green screen then when the image finally shows up, it's pushed to the bottom of the viewing screen. I uninstalled Photoshop then reinstalled it but it's still happening. Please help. I have an urgent deadline to meet. Thanks.
