Take the short introduction from Cineon - Wikipedia , if you do not understand the technical details: The Cineon file format was designed specifically to represent scanned film images, and thus has some differences from other formats such as TIFF and JPEG.
If you do not handle such images, just ignore and continue using TIFF, JPEG, PNG and PSD files. There is no need to use other formats, except if especially requested. If you need to produce images in a specific format, you also need to understand the specificities behind.

Think of Cineon files as washed out 35mm files, they are like a scan of a 35mm piece of film. They are also generally rather flat and washed out in tone. Think of it as a frame of video footage in 35mm format with a Cinestyle LUT added.
The only reason you may want to use the Cineon file format is if you are in the film industry and are receiving the file for forward processing.
