What is the latest version of Photoshop where the "Sticky Hand" bug does not occur?

I can't get my work done with the UI completely broken like this.

Does anyone know what version I need to downgrade to in order to evade this bug? I've tried a couple now and both still have the bug. Resetting my preferences actually helped for about 30min of usage - but then the bug crept back.

I'm going to try v24.0 now, hopefully that works. But if anyone definitively knows what version works it would be VERY appreciated.

Essentially rollback (downgrade) and there should be no problem resetting the configuration...
This is a reset because the official installation files in 24.5 and 24.6 pollute the default configuration... How did you reset it?

You have to clean manually.

Quit Photoshop.

Navigate to Photoshop's Preferences folder.

macOS: Users/[user name]/Library/Preferences/Adobe Photoshop [version] Settings

Windows: Users/[user name]/AppData/Roaming/Adobe/Adobe Photoshop [version]/Adobe Photoshop [version] Settings

 

Force everything in the Configuration folder to clear and restart Photoshop.

 

I'm the one who wrote the thread you linked.
I also know that this bug has an adverse effect on previous versions, and I hope Adobe fixes this quickly. Since it's a bug that started from 24.5 as well as 24.6, I thought it would be fixed quickly, but I think it's getting slower than I thought.
However, I'm not even sure this will be fixed in the 24.7 release because there are people who experience this in the 24.7 beta as well.

Yeah, that's my question though. What version should I downgrade to? Based on what you're telling me, 24.4.1 should be OK as long as I manually reset my preferences?

I am very familiar with the process of manually resetting everything, so no worries there.
