It shows whether or not your pressure sensitive tablet will affect your brush size. Here's more info Draw or paint with a graphics tablet in Photoshop

The others have answered your direct question but this may also help.

If you are using the current version go to Preferences > Tools and ensure Show Tooltips is checked. Then if you hover over a tool or icon you will see a short description of what it is (as shown in Rista's screen shot).
