I have already reinstalled the app and nothing.

Does turning on »Deactivate Native Canvas« (Photoshop > Preferences > Technology Previews) and restarting Photoshop have any bearing on the issue?

In addition to @c.pfaffenbichler post you should try to turn off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings). 

Then restarting Photoshop and check.

If this doesn't help please try to reset the Photoshop preferences: Preferences in Photoshop (adobe.com).
