unfortunately it doesn't work for images with many details, especially nature. I am looking for an illustration effect that works on every type of image.

The thing is, the original you posted appears to be a hand drawn illustration so it's difficult to recreate such style in Photoshop.

By the way how did they print it, if it was hand drawn and if there was no scanner in the 40s?

The would create a line block of the original artwork usually made of zinc and print it with type for text using the letterpress printing process.

Unfortunately there is not magic filter or single process that works on every image. Tutorials are to help create a foundation on knowledge. They are not a step-by-step for success every time.

You are trying to mimic an illustration. An artist took their culled knowledge to make very specific choices to how that image was created which a computer is not going to interpret the same with filters. There are some great details that your picture has with the current filters applied but it will still require much artistic manual work and tweaking to get something similar to your example. There is no shortcut to that.

@Derek Cross has a really good tutorial option. Definitely a posterize at base to help get started.

I would use that as a youtube search or other tutorial options incase you see something different that speaks to what you want.
