Try the Filter>filter gallery, there are many options to play with.

Thereare always many roads to a destination in Photoshop. but one possibility is a cartoon filter. Here are a couple of   tutorials:

Try Filter > Filter Gallery > Artistic > Cutout (adjust settings to suit).

In this example, I applied the Cutout filter to one section of Mona Lisa's face with Number of Levels = 5, Edge Simplicity = 3, Edge Fidelity = 2.
