When changing from move tool to zoom tool, it reverts back to move

Hello, I'm used to switching quickly and all the time between the move and zoom tools when working on a file.

The bug that I have is that when I press Z to go from the move tool to the zoom tool and immediately click to zoom in or out, it reverts to the move tool so instead of zooming it moves the selected layer. It's really annoying when you always switch from zoom to move and vice versa, it didn't use to do that.

If someone has a solution for this problem, thank you in advance.
