when I run PS "Run as Administrator" I can't access my plugins

I also can't browse plugins to install them.  I get this msg:

When I run as an "ordinary" user, all is good.  Help please.

Windows 10.  Latest PS and also PS Beta.

Why would you need to run as administrator? Generally speaking, that's an incredibly bad thing to do from a security standpoint, and I would never do it without a truly compelling reason that couldn't be worked around any other way. I'd be willing to bet that your problem is at least partially by design to discourage people from doing it.
