When using Automatic resizing it leaves a glowed boarder

I noticed that using automatic resizing specially when downsizing an image it leaves an outlines boarder around the characters or even any boarders in the image itself, that glows from the original colors used by the artist.

 

I've attached an example of what I mean.

The one on the right shows the mentioned glowed boarder around the resized shapes. the one on the left shows the effect more clear when you lower the brightness...You can Imagine how posters look when resized like that, EVERYTHING literally has a glowed lines around them.

 

I hope this issue gets fixed at a point in the future to give a more smooth and realistic feeling to the resized image.
