Whenever I try to drag an image into a new layer, it does not let me and shows this symbol. Why?

Another related issue I am having:

 

I can't see the bounding boxes (the things that allow me to resize images and scale them, rotate them), when I click on an image I open into photoshop. 

 

I did it all on a new layer (I am not trying to do stuff on the locked background layer).

 

All help and suggestions are appreciated, thanks!

Do you have some operation unconfirmed like Free Transform? Maybe handles are hidden because you accidentaly pressed Ctrl + H? Press Ctrl + H to check whether something is hidden and prevents you from dragging photo into document.
