White boxes appear on Cintiq Pro when using Photoshop

24" Cintiq Pro (non touch version) all softwrae/drivers updated (inlcuding computer video drivers)

2 Dell 32" (please note that all display screens including Cintiq are set as extended display)

Cables: USBc

Photoshop: v23.5.3 (but happening in all as I have installed older versions and experience the same isue)

I want to preface this as I have had this issue in the past and have been able to correct by turning off "Use Graphics Processor" which does not appear to be working this time.  I have turned this funtion off in PS, Camera Raw, Lightroom Classic and Bridge as well as Illustrator.  I do use After Effects, Premiere Pro, and Media Encoder but I have not changed any settings in them.  All applications are up to date.

I am having an issue when I open an image in Photoshop (file type does not matter - I see it with all types), a white rectangle (kind of a double rectangle) appears on my Wacom Cintiq screen. As you can see in the image below, it floats above everything (image and function windows.)  When I first launch PS I do not see the white rectangles - they only shows up when I open an image and then remain until PS is closed.

I can open additional images and the rectangles are still there. I can close all images (so I am just looking at the PS desktop) and it's still there. When I close PS it does go away.

I have restarted countless times using both restart and shut down.

I have purged the cache in Camer Raw and purged the clipboard.

I cannot correlate this reoccurrence to any changes/updates made to my machine in the last few days.

Does it work correctly?
If that doesn't solve it, you can quit Photoshop and put the Settings folder back.

If restoring your prefs doesn't help, it may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

Update:  I uninstalled PS this morning and reinstalled.  I still had the same issue so just for kicks I moved PS to a different monitor and turned my Cintiq off to see if the rectangles would move to another screen.  They did not.  When I powered the Cintiq back on the rectangles had disappeared.

For now this issue is resolved but I have had it happen in the past so any insight as to why it happens so I can avoid it in the future would still be greatly appreciated.

This issue has returned and I cannot align it with any changes made to my system.  I worked n PS all yesterday with no issues and earlier this morning.  I just relaunched PS and opened a .pdf (that needed to be converted to an image and edited) and it has returned.  I did a similar task yesterday so not sure if that is connected.
