Why does the generative expand menu come up when I use the crop tool to widen an image?

I don't want to use generative expand. Why is it forcing me to use it? I just want to widen the image with the crop tool the old-fashioned way and fill the expanded area with a color. Is this just how it is now?

In the Crop Tool Options set the Fill to Background (default)
