Why is my Layers when I select them dotted around the layer and not the solid line?

Kinda drives me up the wall for no apparent reason; I don't like this UI, want it to be the solid line without the boxes and such.

I ended up just resetting preferences shortly before you commented, which actually fixed the issue. I had a few that I couldn't figure out (like say, when changing the brush size and softness with they keyboard shortcut, the red circle was no where), so either way it was some error in a preference, sorry about not including a screenshot!

Try pressing Escape or click Cancel in the options bar. Although you did not show your entire screen, it looks like you may have entered Free Transform.

Please show a screen shot that also includes the Layers panel, the Tools panel with the Move tool selected, and the option bar for the Move tool so we can see what you are seeing.

 

Or you can reset preferences.

it was some error in a preference, sorry about not including a screenshot!

The preferences file is rewritten everytime Photoshop quits and contains internal information that you don't see in Photoshop menu > Preferences. It can get corrupted, especially after a crash.

 

I'm glad resetting preferences worked for you, and thanks for reporting back!
