If an IT team manages the device, ensure all the Adobe Network endpoints are whitelisted: https://adobe.ly/3STmkga
You can also try using Photoshop Web (https://adobe.ly/3WkhVFm) on a different/alternate device & internet network to rule out that it is a network issue.

@Sameer K Good day, I don't quite understand what exactly needs to be done. Maybe there is some kind of video instruction on how to check the white list. I am absolutely sure that I did not add any sites (domains) to the black list...
