Why The Hard Round Brush Acts Like A Soft Round Brush?

Please see in the attached video that in a separate layer the brush is perfectly working as the way I want it to be but whenever I'm within the mask, the brush acts softly. Why's so? every parameters of the brush remains the same but it changes when I switch into normal layer to the layer mask?
