Why would i want to change the background color or bring up the contextual task on right click?!!

I simply do not understand why.. everytime I right click now, no matter the tool (pen, bush etc) i dont get specific tool options but a static option to show the contextual task bar or change the outter artboard color. who in the world okayed this?!

@voltaicart right-clicking for the various tools gives me the options I expect, Photoshop version 26.6, are you by any chance right-clicking on the canvas rather than the layer, theses are the options you get when you do that, which sounds like what you're seeing.
