(Win11) Photoshop v23.4.2 freezes for 10-15 at startup

Hi,

Ever since I have updated PS to 23.4.2 the program launches as normal and as soon as the UI screen loaded photoshop freezes for about 10-15 seconds as if it's stuck in loading something.  I pressed Ctrl+N several times and nothing's happening and after a while the new project file windows appears as if it was waiting for something to close. I disabled to load any 3rd party plugins at startup.  

My Pc specs

Windows 11 pro x64
HP z440 xeon 1650 v3
64gb ddr4 2133mhz ram

rtx 3060 12gb vram GPU

samsung 970 evo plus nvme ssd

The only fix I found is re-installing previous version  23.4.1

Note: I have already added PS to use max performance of GPU under windows settings

Thanks for reaching out. We're sorry for the trouble with Photoshop. We're here to help.

You have tried some of the steps that could be done. Please try this

• Go to Photoshop > Edit > Preferences > General > Disable 'Auto show the Home Screen.' > Click Okay to save changes.
• Create an empty new document & exit Photoshop.
• Launch Photoshop again & it should direct launch into the workspace.

After this, enable the 'Auto Show the Home Screen' option

this option has already been disable for years since I never use the home screen feature please suggest another solution.

Thanks for sharing this.

There are some differences in the way Photoshop is launched on your machine that could be causing the issue.

Try this

• Close Photoshop.
• Press the Windows > Enter 'Run' > Type %appdata%\Adobe
• Rename the Adobe Photoshop folder by adding a .old at the end. (Adobe Photoshop 2022 > Rename > Adobe Photoshop 2022. old)
• Uninstall Photoshop from the Creative Cloud app.
• Go to C:\Program Files\Adobe & rename or delete Adobe Photoshop <version> folder (if it exists)
• Reinstall Photoshop from the Creative Cloud app.

Actually I think the problem started after when I uninstalled the 'UXP webview service' using 'AdobeCreativeCloudCleanerTool.exe' this utility auto starts with Photoshop and comsuming memory.
