Hello,
I have a strange bug with Photoshop (latest, updated yesterday, was doing that with previous versions as well).
When I open a file, whichever, the loading cursor shows up, and then stops turning. It has actually finished loading the file, but it won't display automatically unless I lose focus on Photoshop as in, switch applications, alt-tab, whatever. Then the document shows up normally.
I have made a video of this (attached).

Let's make sure we're in a default state and there are no stale settings somewhere:

Does it work correctly?
If that doesn't solve it, you can quit Photoshop and put the Settings folder back.
It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

Ah it's working again.
Yes removing my Settings folder solved the problem.
I can send you the salvaged Settings folder if you want.
