Won't stop scrolling when I zoom into the canvas

My canvas is fitted to screen, but when I zoom in, it starts scrolling horizantally and won't stop. This means I can't do any detailed painting. I have unchecked animated zoom and overscroll but that hasn't fixed the issue. I have also updated Photoshop and restarted multiple times.
