My photos now appear to have a slider on the right no matter what percentage I am zoomed in on. I do not find this helpful when working on images. Sliding it up or down shows the black workspace which is beyond the image size. Is there a way to turn this off? Thank you.
Just want to thank Jeff Arola who provided me with the correct answer to this issue. It was a matter of turning off Overscroll in Settings/Tools. Thanks so much Jeff!

I think we're stuck with it. That's the way Ps has worked since I can remember. I think I understand that you want the "frame" around the image to shrink, to hug the photo? It's so hard without being able to see the same screen you're seeing.

The zoom indicator also allows you to move it with your cursor to see different parts of the image if you've zoomed in, without have to use the Hand tool. Just move the vertical zoom indicator (my term; I don't know what Adobe's official term is) to move the image up and down in the view window (again, my term), or the horizontal slider/zoom indicator to move the image within the frame left and right, as demonstrated by the magnifier I wave around to lead your eye. See attached mov.

That said, one of the lurkers who wait for me to flail about will pop in with the right answer, maybe a setting/preference.

Hi Larry,
Thanks for your reply. Yes that's exactly what I would like to see and honestly it has ALWAYS been that way for me. The frame would sit against the document entirely whether at 12.5%, 33%, 50% etc. This background workspace is interfering with how I see and work with the image. This is definitely something new for me (and irksome 🙂 )

I can't see Jeff's answer here, so I'll mark your response as correct since it solved your problem and allowed you to keep the floating windows.

It sounds like you are working with a floating window
If you work with Window Consolidated to Tabs, there will be no scroll bar.
This is my prefered method. I also like to have Overscroll enabled in Preferences.

Hi Trevor,
Thank you for your reply.
Yes I am working with floating windows but the problem was Overscroll was checked. Jeff Arola pointed this out to me. As soon as I unchecked it, all was fine and I'm still using the floating windows.

Thank you for your comment. I had no idea what a "slider" was in this context and thought maybe I shouldn't update to the next rel. of Ps.
But since you've characterized it as the 'scrollbar' - and, I prefer my images in the UI 'floating' - then I know what was asked about is not going to be an issue for my setup. It is what I prefer.
