Zoom and rotate tools bug while hovering stylus

Hi,

I have a Huion Kansas Pro 13 and ever since I updated my Photoshop app, i have this weird "bug" with both zoom and rotation tools where they still register click even when the stylus pen is hovering away from the tablet screen. And it only happens with those tools. 

The only way to "let go" of zooming or rotating is double clicking the screen, which after a while becomes really annoying because I use those feature constantly when drawing/painting. 

Is this some sort of bug or "feature"?

I am struggling with the same problem with version 24.5

I went back to 24.3. the problem went away.

This problem is too easy to detect with just a few minutes of testing, hope developers have a tablet and stylus.
