Zoom tool and Hand tool going crazy after medium to long usage

As mentioned in the title, this happens after probably 20-40 minutes of usage. Only way that I resolve it is through restarting the application, which immediately fixes it.

Also there is another bug where nothing is being updated on the screen/file but the layers are still active and changes are still being made, just not visible. This particular problem fixes by just closing the file itself and re-opening it.

Nope I have tried, this happens both in full screen and tab mode.

Also I've been using this on two different PCs but they're producing the exact same issues (I will grab the system info of that PC shortly)

If that doesn't solve it, you can quit Photoshop and put the Settings folder back.

If you're using a gaming mouse (Logitech G700S or similar) with a custom driver, set the polling rate to 125 Hz in the device driver

I can't change my polling rate for the mouse below 250, but the issue still happens.
Also tried to manually remove preferences, the issue still comes up.

Also you could look at the other system info I posted for Daniel Presedo for another one of my PCs which has the same issues as well.

Did you try to check "Deactivate Native Canvas" in the menu Edit/Preferences/Technology preview (Pc) or Photoshop/Preferences/Technology preview (Mac), then restart Photoshop.
