When I use the zoom tool or the rotate tool, it keeps going and I can't stop it. I wanted to rotate the image just a little and it ended up rotating twice. The zoom tool does the same thing. I wanted to zoom in just a little, but it kept zooming until all I could see were huge pixels.
I unchecked - Enable Gestures, enable flick panning, Zoom with scroll wheel, animated zoom, xoom resizes window, zoom clicked point to center. Just to see if these help. They did not.

Can you borrow other input-devices (mouse, tablet, keyboard, …) to to test whether it might be a hardware-issue?
What have you done for all-purpose trouble-shooting so far?
Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
